From what I hear workshops are busted. People list 50 things to look out for when setting up a workshop, but its mostly useless information since theres no guarantee any of it is simulated. It wasnt that long ago when the best strategy was to make a Tannery everywhere you can, even in a town with another Tannery. Thats the level of simulation here.
